Check that first. If the cigarette lighter shorts out or the push in part is bad it can cause this fuse to blow and keep both from working. I see that I neglected to notice you had already check the fuses. That is odd as normally the fuse will blow on that when they both go out. If you are positive that the fuses are good simply trace the wire from the back of the fuse box until you find where it loses power.
