It is pretty clear that Toyota has been peddling dangerous vehicles. They delayed and hid them. So yeah, all car companies have recalls. The problem was Toyota's resistance to taking care of them. Toyota themselves admitted there was delays. Because all car companies issue recalls all the time. In the past month GM and Ford have both issued recalls on thousands of vehicles. Toyota got press because they refused to cooperate with the gov't on allowing access to their on board computers to the police. It's retribution by the dems and media.
