Why are there parking lights on while i am trying to charge my 1996 toyota corrolla?

I have a 96 Toyota Corolla and the battery is dead. I'm charging it and the lights will go on, but the car still won't start. The car has been dead for 3 weeks. These are the electrical contacts that engage the starter. They are very cheap the replace.
