Toyota violated regulatory laws and rules set by the US Government. Think of this like a fine you had to pay for speeding or the like. If the government is going to do something with that money, that would be decided by President Obama. The money normally goes to offset the millions/billions of dollars spent for enforcement.



Now if you were thinking something should go the the people who bought the cars, then you are forgetting the civil suits, many of which are class action suits.
