The tail lights on my 1993 Toyota Tercel stay lit when the car is turned on?

I have a 1993 Toyota Tercel that when you start the car, the headlights stay lit and remain lit. Whereas when the key is in the on position, but the car hasn't been started the brake lights work perfectly and turn on and off. I've already tried replacing the switch to fix the problem but that hasn't worked, any ideas?The tail lights on my 1993 Toyota Tercel stay lit when the car is turned on?Are you sure you're not seeing running lights some cars frt and rear tail lights come on when key on. Check your toyota dealer and see if normal or not. That's the way they work here in US.
