How can you attach a GPS holder to the flat space above the centre console in a Toyota Corolla (hatchback)?

My 2009 Toyota Corolla hatchback has a flat space above the centre console/head unit that would presumably be used to hold tissue boxes (despite the danger). I want to attach my GPS holder to this space, but since the surface is slightly bumpy, the suction pad pops up about 10 seconds after it is attached.
